Richard Higgins was born on September 7, 1770 in Virginia to parents Joel and Drucilla Winn Higgins. In 1786 he moved from Virginia to Kentucky. Richard married Sarah Allen, but the date is unknown. Together they had two sons, Joel and Richard Higgins, born in 1803 and 1812 respectively. Richard passed away at the age of 60 on December 19, 1832 in Lexington, Kentucky. He is buried in the Lexington Cemetery.
